we should first bother with attracting all the people that were active on the now dead /oc/, should be obvious
then as the site grows in content it should also grow in userbase
maybe we'll have another gem like the reanimation collab and then we wouldn't have to worry about user counts at all
for now, just make stuff, word of mouth will take care of the rest

On a serious note, don't sweat the shilling. It will get promoted naturally as projects get worked on and published, and that itself will be the the allure of the website, which it currently doesn't have. You can't advertise the site in it's current state as "dead site that could be cool" (<-no one cares)
